PROFESSIONAL EDUCATION
with Dr Robert K Glah,
LLB (Hons) [London]; LLM [London]; PhD [London]; of the Inner Temple, Barrister; Solicitor and Advocate of the Superior Courts of Justice, Ghana Director London Graduate School of Law, London.

Welcome to the African Echo Professional Education Page. Africans are ready to enjoy better quality of life through professional education programmes. What is lacking in Africa is political and industrial leadership. That leadership will come with professional education and training programmes. On this Page we shall continue to address the African education problems in the context of the seven African investment systems.

Impact of Bible preaching

Africans in Ghana and overseas are very good in preaching through the Bible. The Bible is a record of the political and religious history of the Jews from the book of the Genesis to the Revelation. The Bible is written by human beings; but the books of the Bible are inspired by God. God is a supreme Spiritual being who is in charge of the universe and is in control of it. The Bible speaks of the relationship between God and the creation. That Biblical educational programme may awaken spiritual awareness. But Africans must receive professional education on the seven African investment systems in order to enjoy better quality of life. On this score one is appealing to all Bible preachers also to preach professional education to their audience in order to lift people out of absolute poverty for a better quality of life through out Africa and the world.

The seven African investment systems are:
1. African investment agenda in the international context.
2. The rule of law and the political system.
3. Corporate governance system.
4.Financial system.
5. Competition system.
6. Tax system, and
7.Dispute resolution system.

Most and not all Africans are lacking in these seven areas of knowledge. African Leadership Question and the Rule of Law Africans on the African Continent in their 54 political divisions are still torn apart and bogged down in the rule of law and the political system arena because they do not understand the rule of law and the political system. The rule of law is a constitutional and administrative doctrine of state; the judges are the only custodians and developers of the doctrine and not the politicians.

Political leadership is currently emerging gradually in at least six countries of Africa, led by President Thabo Mbeki of South Africa, President Olusegun Obasanjo of Nigeria, Colonel Muammar Al-Gadafi of Lybia, President Abdoulaye Wade of Senegal, President Yahya Jammeh of the Gambia and President John Kufour of Ghana. The African Continent must be coherently led through the seven investment systems as indicated above in order to restore better quality of life for all Africans.

This is not the responsibility of only the political leadership but also the industrial leadership. Before the industrial leadership can emerge and function effectively the political leadership must recognise the industrial leadership as partners in development.

That recognition will come only through the knowledge and recognition of the doctrine of the rule of law. The rule of law means the supremacy of Parliament and supremacy of the law and the Judiciary in interpretation of the laws of the land as enacted by the Legislature. The law is what the judge says. The rule of law integrates everything: all politicians, Ministers, state functionaries and their agents and the business communities are subject to the law as interpreted by the judges.

African Political Factions

Non-recognition of the power of the rule of law creates violent political factions in Africa and is the basic cause of absolute poverty on the African Continent. The fundamental ideal of one African State, which can bring one Africa to the common round Table with China, India, the UK, the USA and the European Union to discuss and settle the imbalance in economic development is still non-existent. In some African countries, some military and legal opportunists made themselves life founders and rulers of their political Party and the Parties are lacking coherent policies on the seven investment system for their country and one Africa. This is foolhardiness and selfishness without team work. All political opportunists in Africa must retire into absolute silence to enable the people to become free. How long will Africa continue to put the cart before the horse?

Can poverty in Africa be blamed on lack of money? No! You do not need money to think coherently and persuasively to enable you take action to solve your economic problems.

The African economic agenda is for Africans and not for foreign ideologues. It is against nature to expect Tony Blair and the Leaders of the G8 countries to focus on the African problems and the British and the G8 Country problems at the same time. At best, Tony Blair and the G8 Leaders can only sympathise with Africans but they cannot solve the African economic problem.

G8 Conference

The July 2005 G8 Conference in the UK "agreed to increase aid by $50bn by 2010 from its current level of $79bn and to double aid to Africa." That pledge of the G8 can be reduced to zero by educational transformation of Africa by the year 2009 by the rule of law which will get rid of all inefficiencies and corruption. Every one will be subject to the law. When the G8 Agricultural subsidies and the high iron tariff barriers against the developing countries will be ended is only known to God.

IMF and World Bank Racket

The biggest racket and waste in the second Millennium was the International Monetary Fund (IMF) and the International Bank of Development and Reconstruction (the World Bank) Lending Department in Washington DC. The debt trap caught both the guilty and the innocent Constituencies. Debt relief was too late too little. When the Agricultural subsidies will be ended is only known to God. These obvious iron barriers created the financial and trade imbalances in the world economy which the IMF and the World Bank were called upon to establish a balance in the world economy from the Genesis to the Revelation with the support of all the big tribes. The IMF and the World Bank had the best Economists educated in the best Schools at their disposal.

The Eight Millennium Development Goals

The eight Millennium Development goals are focused on poverty reduction by the year 2015. These goals are:

 1. To reduce poverty and hunger by 50%.
2. To promote education. All children must start and finish primary school.
3. Education of Girls. As many girls as boys must go to School.
4. Infant mortality of children who die before they are five years old must be cut by 2/3rd.
5. Mother child birth mortality. The number of women who died whilst having baby be reduced.
6. Stop spread of terrible diseases.
7. Environment. Provide clean water, reduce slum life, conservation and sustainable development.
8. Collaboration means working together so that poor nations can be helped by the rich nations so that the poor can receive a fair share of the wealth of the world.

All these eight goals can only be achieved by professional education worldwide in particular in the developing countries of Africa, Asia, and Latin America.
