ARTICLE 8: AFRICAN HEALTH AND OLD AGE PENSION INSURANCE
1.African health insurance policy based on minimum contribution by workers aged from 18 to 60 and business entities for free medical aid under the Healthcare Commission shall be adopted.
2.African old age pension policy based on minimum contribution by workers aged from 18 to 60 and business entities under the Pension Commission shall be adopted
ARTICLE 9: THE UAS EXECUTIVE PRESIDENT
1. The UAS Executive President shall be clean.
2. The UAS Executive President shall control and regulate by fast track procedures in collaboration with ALA:-
1.African Central Bank (ACB) Commission
2.Monetary Policy Commission (MPC)
3.Fiscal Policy Commission (FPC)
4. African Investment Bank (AIB) Commission
5. Banking and Financial Service (BFS) Commission
6. Single Market Commission (SMC)
7.Competition Commission (CC)
8.UAS Administration Commission
9.UAS Foreign Policy Commission
10.UAS Defence Policy Commission
11.UAS Police Policy Commission
12. Accounting Standards and Auditing Commission
13. Healthcare Commission
14.Pension Commission
15.Productivity and Talent Research Commission
16.Land Title Registration Commission
17.Information and Communications Technology Commission
18.Travel Tourism and Hospitality Commission
19.Annual UAS Budget Commission

ARTICLE 10: DECISIONS OF THE AFRICAN LEGISLATIVE ASSEMBLY (ALA)
1. The ALA shall have a maximum of 600 elected Members representing Member States.
2. Existing Regions in the Member African State are entitled to elect one Member to represent the State in the ALA. (For instance Ghana will elect 10 Members for the
ALA and Nigeria will elect 36 Members for the ALA) |

3. The ALA shall exercise supranational legislative powers over all national legislative organs in all matters within the supranational jurisdiction of ALA.
4. The ALA shall determine matters within its supranational legislative powers and jurisdiction.
5. The decisions of the ALA shall be taken by 51 percent majority.
ARTICLE 11: THE ACJ AND INTERPRETATION OF THE UAS CONSTITUTION.
1.The President of the ACJ shall determine and regulate the hierarchy of the courts of the UAS, the jurisdictions of the courts, and the judicial system, through the Judicial,Mediation and Arbitration Service Commission (JMASC).
2. The ACJ shall exercise civil, criminal, arbitration, and mediation jurisdictions.
3. The interpretation of the Constitution shall be versed in the ACJ, the guardian of the rule of law and the people.
ARTICLE 12: WORKING LANGUAGES OF THE UAS
1.The working languages of the UAS are African languages, Arabic, English, French and Portuguese.
ARTICLE 13: THE HEADQUARTERS OF THE UAS
1. The Headquarters of the UAS shall be based in Ghana until otherwise determined by the ALA.

ARTICLE 14: THE REFERENDUM AND ENTRY INTO FORCE OF THE CONSTITUTION AND CITATION
1.The Referendum shall vote yes or no to the UAS Constitution.
2.The Referendum or the Electorate shall elect:-
1. The UAS Executive President every four years. The UAS Executive President shall serve only for four years and shall not be re-elected after the four years service. |
2. Members of the African Legislative Assembly (ALA) for Member states and the President of the ALA every four years.
3. The 54 Members of the African Court of Justice (ACJ) and the President of the ACJ shall be elected every 12 years interval unless removed by gross misconduct.
4. The Five Members of the African Electoral Commission (AEC) and the President of the AEC shall be elected every 12 years unless removed by gross misconduct.
3. By virtue of Article 14.1 of this Draft UAS Constitution, all Africans are invited to vote yes or no to this UAS Draft Constitution for (1) each and every African state men
tioned above and (2) for the 54 African states mentioned above as a whole by Email to:

4. Voters shall indicate on their secret ballot paper their full name, postal address, email address, if any, and African state they belong. The poll is open until the 50th Issue of the African Echo. The result of the poll will be declared in the 51st Issue of the African Echo for (1) every African state and (2) for the 54 African states as a whole and (3) the result of the Referendum will be published and reported to all African leaders and the international community and will lead to further action to implement the decision of the poll prompt.
5. The UAS Constitution shall enter into force in Member African states when accepted by 51 percent (28) of the 54 states of the Africa and the people in the Referendum.
1.This UAS Constitution shall be cited as the African Echo, London Draft February 2006.
ARTICLE 15:
POLITICAL PARTIES IN THE UAS
1.Every one is entitled to freedom of association and human rights under the UAS
Constitution.
2. The New African Congress (Nafrico) shall be established in all the 54 African states to co-ordinate and promote the UAS Constitution, and the Referendum, and Discipline throughout the 54 African states through the existing political campaign platform and electoral commission.
3.The Nafrico is a democratic political Party and it is open to understanding with all existing political Parties in Africa for uniting for the UAS agenda. The Nafrico embraces the democratic UAS Agenda.
3. The Headquarters of the Nafrico shall be based in Ghana.
4. Applications for Membership of the Nafrico should be sent by email to: membership@newafricancongress.org Applicants should indicate their full name, postal address, email address, if any, and African state they belong.
CONCLUSIONS
This Draft UAS Constitution is good enough; it has 15 Articles and embodied in 1,483 words. The reasons for adopting this Constitution were argued in the African Echo Issue Numbers 28 to 32. Under the Draft Constitution the UAS will no longer serve two masters as prohibited in the gospel of St
Mathews.
